According to the social reporter of rahnam news agency; “The charter of attracting and accepting top national talents in scientific, research, technological, cultural, artistic, educational, Quranic and sports fields in Farhangian University” was approved by the Supreme Council of Cultural Revolution.
This regulation is implemented in Farhangian University with the coordination of relevant departments and organizations in the Ministries of Education and Science, Research and Technology, the Administrative and Employment Organization of the country and the National Foundation of Elites, under the supervision and guidance of the Education and Training Headquarters.
In part of this regulation, it is stated:
The basic approaches governing the processes of this regulation are:
Attention to the requirements of upstream documents and legal capacities
Attention to the implications of the theoretical foundations of talent
The importance of managing and maintaining top talent
Diversifying the methods of identifying and attracting elites
Observance of educational justice with special attention to disadvantaged areas
It is also mentioned in Article 5 of this regulation with reference to the acceptance conditions:
10% capacity for admission without entrance exam
Annually, at least 10% of the undergraduate recruitment capacity based on the licenses of the administrative and employment organization of the country based on point needs assessment and along with the determination of the majors and occupations of people in education and training, to attract the best student talents in the form of admission without examination through the foreseen alternative method. In this regulation, it is allocated in accordance with the publication of public notice.
In case of failure to achieve at least 10% recruitment, due to the need to maintain the quality of those admitted, the remaining capacity should be filled from the candidates of the national exam.
The process of recruiting and accepting student teachers is carried out by Farhangian University according to the facilities and policies of the university, in accordance with the relevant regulations, with the coordination of the Human Resources Planning Center and the Ministry of Education’s Ministry of Education and Culture.
The final acceptance of the applicants will take into account the ratio of 60% of the obtained score (as specialized competence) and 40% of the score (as general and specific competence) and after confirming the selection based on the highest scores obtained, which will be done through the Education Evaluation Organization. The country is announced.
This regulation will be implemented on a trial basis for two years and then it will be fixed by the decision of the Education and Training Headquarters.
Article 6 also refers to the general and specific conditions of the applicants:
A) The general conditions for recruiting applicants subject to this regulation will be in accordance with the general conditions for hiring teachers in education.
b) The specific condition for recruiting applicants will be success in obtaining the quota or points set in the regulations.
Admission is possible for students up to two years after graduation and only once.
Admission is possible for students up to two years after graduating from level one and only once.
The military service period of the male volunteers is added to the years of this regulation.
Admission requirements to Farhangian University without entrance exam
Article 7 states about identifying and attracting top talents:
The identification of top talents will be done through a public call.
according to this; By participating in the call, eligible students below will earn points according to the relevant guidelines and will enjoy the anticipated benefits.
The top talents of these people are:
Qualifiers for the national Olympiads and national medalists of the Olympiads with the approval of the Young Scholars Club.
Winners of official Koranic, cultural-artistic and sports competitions, at the provincial and national levels, with the approval of the relevant deputy in the responsible official ministry or organization.
Winners of prestigious festivals and competitive events of the National Elite Foundation (student section of Khawarzmi Youth Festival, Iran Azad RoboCup, etc.), technical-skills festivals and National Skill Olympiad and similar, winners of national student competitions (such as the festival of student research institutes, etc.) and the official competitions of the National Organization for the Development of Brilliant Talents at the national level, the winners of prestigious national seminary competitions and festivals, with the approval of the National Elite Foundation, Sampad, the relevant deputy in the ministry or the responsible official organization.
Memorizers of the whole or 10, 15 and 20 parts of the Holy Quran, with the approval of the Darul-Qur’an Organization of the Islamic Propaganda Organization or the Vice-Chancellor of the Quran and Atrat of the Ministry of Islamic Guidance.
Members of the national assemblies of student organizations with the approval of the organization’s highest authority.
The provincial winners of the national event of teacher talent (those who made it to the national stage).
Those who rank below 1000 countries in the entrance exam (with a different impact factor).
Having a grade point average of 16 in the final exam (in the form of positive and negative coefficients).
The coefficient of effect of points is compiled and applied according to the candidate’s field in Farhangian University, and the sum of points will be the criterion of action.
Guidelines for supporting priority disciplines will be developed with an emphasis on elementary education and humanities.
The updating and monitoring of competitions, festivals, events will be done by the secretariat and with the approval of the education headquarters.
The winners of the provincial and national stages of competitions, festivals and events will have different points, according to the quality of each of them.
Article 9 refers to incentives:
The accepted ones will benefit from the following privileges and incentives through this regulation:
Granting scholarships to the final selected students, until the completion of the course of study and entering the university.
Tailoring the teacher training curriculum based on teacher-student models (Rahiyari).
Tailoring the internship model, and enriching the learning opportunities of talented people by facilitating participation in courses, visits, study opportunities, etc. based on the relevant guidelines.
Granting facilities related to teaching in Sampad and state model schools, Mandaj, Board of Trustees, if the need is declared and during Podman courses.
Providing facilities for simultaneous studies in two fields in state universities, seminaries and Farhangian University in appropriate fields or two teaching fields in Farhangian University and continuing education at higher levels.
Providing facilities to fulfill social responsibility, especially to serve in disadvantaged areas in the form of research and promotion.
Providing facilities in choosing the place of study and service and the initial years of service and reducing the restrictions related to the mission and transfer within education and upbringing and providing facilities related to the instructions and criteria for appointments, career promotion and assuming responsibility based on the regulations related to the recruitment of elites in the country’s executive bodies.
Benefiting from privileges and incentives will depend on the fulfillment of dynamic conditions during the study period.
The best talents studying in Farhangian University will be able to benefit from the incentives set in this bylaw with the development of a special policy and approval by the Education and Training Headquarters.
