Every year, the tip of the arrow of these protests, according to what the media analyzes, turns towards one device, and for this reason, it was decided to design a law to determine the role and contribution of the responsible devices and to determine the task to reduce the level of air pollution. From the many twists and turns, this law called “Clean Air Law” was approved by the Parliament and approved by the Guardian Council in August 1996.

But this was the beginning of the story, with the clarification of the role of the devices in the issue of air quality improvement, still after 7 years, many devices still did not fulfill their duties and every year in these days when the air pollution suffocates the citizens of the big cities. He continued: In that law, municipalities are required to have at least 15 square meters of green space per capita. This task has been fulfilled by Tehran Municipality. In other issues, municipalities have not been specifically named, but municipalities have been mentioned in the form of cooperation with other executive bodies.

Mirzaei Qomi pointed out that most of the duties that have been addressed in the Clean Air Law are related to other enforcement agencies that must take their own measures in order to maintain clean air, and said: The first agency that can be said to have the duty is in charge. It is the environmental organization that also acts as the supervisor of the Clean Air Act.

Electrification of public transport, a task that the Ministry of Security is not serious about

Mirzaei Qomi continued to list the Ministry of Interior regarding the supply and development of the public fleet, including taxis, buses, and subways, among the obligees of this law, and he also considered the role of the Ministry of Security in the field of electrification and minimizing the tariff to be important.

He added: Encouraging and persuading manufacturers of car and engine electrification is also one of the duties of the Ministry of Security.

The Managing Director of Tehran Air Quality Control Company stressed that the Ministry of Economy and the Planning and Budget Organization also have duties in this law due to the fact that there is a need for credit for the implementation of these programs by these two institutions, and stated: liquidity and credit There should be surplus and annual budget of the executive bodies; Not because of credits. Because it becomes a challenge and the law of clean air is lost in the heart of other tasks.

Tehran Municipality assumed the task of the Ministry of Energy in establishing a charging station

He stated: In relation to electrification, the necessary infrastructure must be met, which is not part of Tehran Municipality’s duties. For example, the creation of charging stations is the responsibility of the Ministry of Energy. Regarding the issue of electrification of the city of Tehran, which the mayor of Tehran is also following this issue, despite the fact that the municipality has no obligation to create infrastructure, it has undertaken the creation of these infrastructures and has signed a contract with Mapna Company to create and develop charging stations.

Electricity supply, the challenge of transportation electrification

Mirzaei stated that Tehran Municipality alone cannot carry out the work and needs to cooperate with other institutions and said: One of the challenges in electrification is the supply of electricity. If we don’t consider the electric bus, the amount of electricity required by motorcycles and electric rides is 500 megawatts per day based on the predicted schedule; While the average daily consumption of Tehran city is 5 thousand megawatts. It means that we should have electricity supply for motor and electric car equal to one tenth of Tehran’s electricity consumption, which itself needs a separate power plant.

CEO of Tehran Air Quality Control Company added: If a car or an electric motor needs to be charged during peak electricity consumption, this is one of our challenges.

About 70 megawatts of daily electricity consumption of 1000 electric buses

He considered the challenge of electric buses to be bigger than that of motorcycles and said: According to estimates, we need about 70 megawatts of electricity daily for 1000 electric buses. Considering that the infrastructure of the bus and its facilities are heavier than other vehicles.

He said: Even if the Tehran municipality wants to do something based on social responsibility in the direction of electrification and building infrastructure, the power supply should come from the Ministry of Energy. The municipality, along with the executive bodies, helps to end air pollution and to see the reduction of air pollution in the capital.
