In an interview with the parliamentary reporter of rahnam news agency, Abolfazl Abu Torabi, a member of the Councils and Internal Affairs Commission of the Islamic Council, said about the latest implementation of the law on the organization of Tehran and the feasibility of the transfer, he said: The transfer of the capital will be done with the aim of decentralization, and this law is also for the purpose of the transfer of the center. political and administrative of the country and organization and decentralization of Tehran.

Referring to the law on the feasibility of transferring the political and administrative center of the country and organizing and decentralizing from Tehran and forming a council for the purpose of transferring the capital in this direction, he added: the heads of three branches, 6 ministers and officials from the armed forces are also members of this council and each The type of decision about organizing and choosing a place to move the capital should be taken in this council.

A member of the Majlis Councils Commission stated that, unfortunately, in the 13th government, the Tehran Organization Council and the feasibility of transferring the political-administrative capital have not convened yet, and said: We had discussions with Mr. Mokhbar as the vice-chairman of this council regarding the transfer of the capital and the meeting of the council. A survey was also done, but we did not receive a response from him, but in the conversations we had with Mr. Bazerpash as the secretary of this council, he expressed his desire in this regard.

Abu Torabi stated: The failure to hold a meeting of the Tehran Organizing Council and the feasibility of moving the political-administrative capital is a clear example of neglect and it is possible to follow up. I will follow.

The representative of Najaf Abad emphasized in the parliament: In the estimates and studies we had in this field, the conclusions were that the transfer of Tehran is not costly and does not impose any cost on the government.

Abu Tarabi added: In the transfer of the political and administrative capital, universities, barracks, large factories and their offices, etc. will be moved from the capital to the whole country.

According to rahnam, the feasibility law of transferring the country’s political and administrative center and organizing and decentralizing it from Tehran is as follows:

Article 1- “Council for organizing the political and administrative center of the country and organizing and decentralizing Tehran” using the research and research capacities and credits of the Ministry of Roads and Urban Development (Secretariat of the Supreme Council of Urban Planning and Architecture of Iran) and the country’s management and planning organization in order to carry out measures It is formed as follows:
A- Reviewing and summarizing the studies conducted regarding the decentralization and organization of the city of Tehran according to the studies of the urban complex of Tehran approved in 2012 by the Supreme Council of Urban Planning and Architecture of Iran.
B- Conducting necessary researches with the aim of feasibility study and providing solutions to overcome the current situation
P- Explaining and evaluating, predicting and determining prerequisites, requirements and executive arrangements and proposed strategies for organizing Greater Tehran.
T- Feasibility of moving the political and administrative center and locating a suitable place for it in the short-term, medium-term and long-term time horizons.
Article 2- The members of the council are:
1- The president or his first deputy as the chairman of the council
2- Head of the country’s management and planning organization
3- The Minister of Roads and Urban Development as the Secretary of the Council
4- Minister of the Interior
5- Minister of Information
6- Minister of Energy
7- Head of Cultural Heritage, Handicrafts and Tourism Organization
8- Head of Environmental Protection Organization
9- Chairman of Tehran Islamic Council
10- Mayor of Tehran
11- Chief of the General Staff of the Armed Forces
12- Two members of the Councils and Internal Affairs Commission, one member of the National Security and Foreign Policy Commission, and one member of the Civil Engineering Commission elected by the Islamic Council as observers.

Article 3- The council is obliged to prepare and present the results of its research and studies to the government within two years from the effective date of this law.
Article 4- The Ministry of Roads and Urban Development, with the cooperation of the Ministry of Interior and the coordination of the country’s management and planning organization, is obliged to prepare the executive regulations of this law within a maximum period of three months from the date of its approval and submit it to the cabinet for approval.

The above law, consisting of four articles, was approved in the public session of the Islamic Council on Sunday, May 6, 1394, and was approved by the Guardian Council on 02/16/2014, and then it was notified to the relevant institutions.
